요즘 문화융성이란 캐치프레이즈(catchphrase)를 내 걸고 구석구석에서 문화발전을 이끌기 위한 다양한 문화 관련 사업들이 진행되고 있다. 그러나 아이러니 한 것은 문화 인프라의 역할을 감당하 고 있는 박물관은 오히려 그 기능과 역할을 인정받지 못하고, 박물관의 위상은 사회 속에서 계속 폄하되고 있다는 것이다. 이런 현실에서 박물관이 문화발전의 동력으로서 역할을 인정받고, 그 위 상을 회복하기 위해 어떤 노력을 해야 할 것인지 다각적으로 가능성을 모색해 보았다. 지역민과 박물관의 관계, 박물관에 대한 오해와 편견, 정부의 지원 정책 등 다양한 각도에서 문제점을 짚어 보고, 그 변화와 발전 가능성을 살펴보았다. 우석헌자연사박물관의 운영사례를 중심으로 박물관의 5대 기능 속에 담겨 있는 예방, 건강보호, 증진, 확산 등의 보건소의 사회적 역할과 박물관의 사회 적 역할을 투영시켜 문화보건소로서 박물관의 역할과 중요성을 피력하고 발전 방안을 모색하였다. 문화의 훼손을 예방하고, 건강한 문화를 만들고 지켜가고 그것을 확산하고 증진하는 역할의 중요성 을 부각하고 지역민의 오해와 편견이 어디로부터 기인된 것인지를 살펴 인식의 전환과 박물관의 발전을 위한 대안을 제시해 보았다.
Recently various cultural businesses have progressed for cultural development with catchphrase of cultural prosperity. But ironically a museum which is cultural infrastructure is not recognised for its function and role. And status of museum has been understated in the society. The study explored its possibility from variable perspectives on what efforts should be made so that a museum can be recognized as a moving force for cultural development and its status can be recovered. The author checked problems from varied angles such as relationship between regional residents and museum, misunderstanding and prejudice, governmental support policy etc. And then the study explored development methods. Focused on the case of Wooseokheon natural history museum, the study expressed role and importance of museum as a cultural community health center, reflecting social roles of health center like prevention, health protection, improvement, and expansion etc. into social roles of museum including five functions of museum. The study suggested alternatives for change in recognition and development of museum, emphasizing importance of roles such as preventing damage on culture, keeping health of culture, expanding and improving culture, looking into from where misunderstanding and prejudice of regional residents came.
