This study proposed effective policy alternatives to ease achievement gap and to enhance
academic achievement by analyzing the outcome of school education policies in achievement
trends. The main results and implications are as follows. First, in the case of schools for
improvement, academic achievement in all three subjects improved after the schools for
improvement policy implemented and also it was found that the impact of the schools for
improvement policy on the academic achievement became bigger as the time of policy went by.
Second, the schools for improvement policy was effective in improving students’ attitude toward
class. Third, the analyses of creative schools for reducing private education showed that creative
schools for reducing private education was effective in academic achievement but did not
contribute to reducing the time of private education. This study suggested that the quality
improvement in school education makes the enhancement of school academic achievement
possible, and to do this, the long term oriented policy implementation and the active spread of
the best practice cases are necessary.
