재난은 언제 어디서 어떻게 발생될지 모르는 불확실성을 가지고 있으며 발생 이 될 경우 큰 피해를 동반한다. 정부는 국민안전처를 신설하여 재난을 효율적으 로 관리하기 위한 여러 방안을 모색하고 있지만, 사회적 약자인 장애인의 재난관 리체계에 관한 대책과 관련 연구는 미흡한 실정이다. 이러한 차원에서 본 연구는 세월호 침몰사고를 계기로 장애포괄적 의견을 고려한 종합적 재난관리체계를 강 화하기 위한 우선순위를 확인하고자 관련 전문가들을 대상으로 설문을 실시하였 고 AHP기법으로 분석하였다. 분석결과 재난관리체계인 재난 예방, 대비, 대응, 복구 단계에서 가장 중요하다고 생각하는 단계는 재난 대응(0.349)이 가장 높게 나타났다. 재난 대응의 하위영역인 초기대응, 현장지휘, 통합 및 협조에서는 초 기대응(0.180)이 가장 높게 나타나 전체적인 재난관리체계의 과정에서 전문가 의 견조사 참여자들은 재난 대응을, 또 그 중에 초기대응을 가장 우선적으로 중요하 다고 생각하는 것으로 조사되었다.
The occurrence of a disaster is dubious and can lead to extreme casualties. Globally, the number of disasters is steadily increasing; and to minimize the damage of the worst circumstance, the role of a disabled-inclusive public disaster management system is increasing as well. In the occasion of the Sewol ferry incident, this research has conducted a survey of comprehensive correspondence against disastrous tragedy on disaster experts and disability experts to reinforce a disabled-inclusive public disaster management system against an unforeseen disaster and analyzed the result using AHP. The result compares comprehensive priority and priority between groups, and gives further details by presenting the differences between the results of this research and previous researches. It is significant that the !result can be used as fundamental data of a disabled-inclusive public disaster management system in unexpected disaster response.
