본 연구는 유치원과 어린이집 통합이 구체적으로 추진되고 있는 시점에서 유아교육과 보육 의 질에 가장 영향을 미치고 사회적 관심이 집중되어 있는 교사의 자격 제도 개선방안을 전 문가의 인식을 통해 제시하고자 하였다. 본 연구를 위해 교사양성기관 교수 287명의 응답을 분석하였다. 연구 결과는 다음과 같다. 첫째, 전문가들은 대체로 유치원과 어린이집 교사 자 격이 같아야 하며, 영아와 유아 교사의 자격도 같아야 한다고 인식하고 있었다. 그러나 학력 과 역할에 따라 자격을 차등화할 필요가 있다고 보았다. 둘째, 유치원과 어린이집 통합 시 적 절한 교사의 자격 체계는 2급→1급→(수석)→원감→원장 체계를 가장 선호하였으며, 상위자격 을 위한 경력은 3년, 연수시간은 100-250시간 정도가 필요한 것으로 인식하였다. 셋째, 통합 시 교사양성기관으로 방송통신대학교, 사이버대학교, 보육교사교육원, 학점은행제는 부적절하 다고 인식하고 있었으며, 그 이유는 교사의 자질, 역할, 교육철학, 인성교육이 어렵고, 형식적 인 실습과 모의수업 지도 불가로 교사의 자질이 저하된다는 점을 들었다. 향후 방송통신대학, 사이버대학은 교사연수기관으로, 보육교사교육원은 보조교사 양성기관으로 전환하는 것이 바 람직하다는 의견이 가장 많았다. 이러한 연구결과에 기초하여 교사 자격 제도 개선 방안을 제안하였다.
This study aims to present improving teacher qualifications through recognition of professors in teacher training institutions at the time when the integration of kindergartens and day care centers is specifically underway. For this study, we analyzed 287 responses of professors working in teacher training institutions. The results were as follows: First, professors generally thought that the teacher qualifications for kindergarten and day care center should be same and the teacher qualifications for 0-2 and 3-5 years old should be same. But, they cognized that it was necessary to differentiate depending on the academic qualifications and the role. Second, They considered appropriate teacher qualifications framework for integration of early childhood education and child care is second class teacher → first class teacher → (senior teacher) → vice principal → principal. And they recognized that three years of experience and 100∼250 hours training time was required to obtain higher qualifications. Third, Korea national open university cyber universities, day care teacher education centers, and credit bank system were inadequate for teacher training institutions when kindergartens and day care centers were integrated. The reason why they were inadequate was that it’s difficult to educate teacher qualifications, roles, educational philosophy, and character education and teacher quality was degraded because of perfunctory classes and impossible simulation teaching. Broadcast Communications University and Cyber Universities were desirable to switch to a teacher training agency and day care teacher education centers were appropriate to a secondary teacher institutions. Based on these findings, we propose a teacher qualification system improvements.
