Busan Biennale 2012 presented the topic of “learning” as its core theme, using the title《Garden of
Learning》. To realize the theme, it established “Baeum Wiwonhoi” formed with voluntary participation of
citizens to create a multilayered public sphere where statements are made through art, agendas for public
discussion are discovered, and social issues are generated. In the process, collective cooperation relationship
had been self-generated, which accompanies learning process and explores “learning.” In addition, Public
spheres which mediate relation “between” artists–“Baeum Wiwonhoi” Educators–art mediators–
visitors(citizens). This research gives attention to the systematization and the mobility of art public sphere,
which is for the formation and divergence of a multilayered network which connects “learning,” the
substantive goal. As a result, the dynamic and space of formation and divergence of multilayered
discussion generated from “in-between” human relationship was public sphere which contained plurality,
complexity, and self- organizational nature. That individuals communicate, make questions public all
together, and settle multilayered discussion was the “learning” process for them. As the collective
competence grew, the network as a center of public opinion rather than pieces of information created the
meaning of core “learning.” In addtion, the public sphere of communication structure had been attained
through the process in which discussion generated by participants was collectively filtered and shared.
