본 연구에서는 유엔과 국제사회가 지난 14년간 진행되어 온 새천년개발목표(MDGs)에 대한 노력과 성과를 평가하고 한국의 과제를 고찰하였다. 새천년개발목표가 추구한 비전과 목표가 상당부분 달성되기 도 하였고, 여전히 미흡한 부분이 많이 있지만, MDGs의 여러 목표들이 국제사회의 일관된 의제로서 다 루어지고 각 주체별로 다양한 실현 노력이 이루어지는 정치적 계기와 발판이 되었고, 그러한 성과들이 계량적으로 측정, 비교되는 점에서 실제적으로 커다란 의의가 있다. 세계는 MDGs가 설정한 15년간의 경험과 시행착오를 바탕으로 향후 또 다른 개발 의제를 국제사회의 새로운 정책과제로 추진할 전망이다. 따라서 한국은 새로운 개발의제를 발판으로 명실공히 국제사회에서 신뢰받는 중추적 중견국가로서의 역량을 발휘하기 위해서는, 첫째, MDGs의 성공모델을 확산시키고, 둘 째, 전문성과 국제역량을 강화하며, 셋째, 경제규모와 외교역량에 걸맞은 원조국가로서의 책임을 수행하 며, 넷째, 한국의 개발경험을 기초로 한 차별화된 원조를 제공해야 할 것이다.
This study evaluates the efforts and achievements made in relation to Millennium Development Goals for the past 14 years by the United Nations and the international community, and review what the challenges are that lie ahead for Korea. Most of the visions and goals set by MDGs have in most part been realized. Although there are still some way to go, MDGs have served as a platform on which the international community can achieve coherence in the agenda to be promoted, pull together the political willingness towards implementation, and intorduce measures to quantitatively measure the degree of achievements. The international community to expected to set forth new policies for development based on the 15 years of experience, trials and errors with MDGs. In order for Korea to build on this momentum and become a trusty worthy country in the international community that takes part in these policy goals, it needs to do the following: First, the success models of MDGs need to be further promoted. Second, expertise and international capabilities need to be reinforced. Third, responsibilities that come with the status of its international trade volume or economy size must be undertaken.And fourth, its own domestic experience in development should be tapped in to offer differentiated international aid.
