본 연구에서는 빈곤과 불평등에 대한 개념정의 및 연구동향을 살펴보고, 연구결과에 근거한 빈곤 및 불평등의 원인과 결과, 빈곤과 불평등에 대처하는 국제사회의 정책방향을 모색해 보고자 한다. 이러한 연구결과는 소득불균형과 빈부격차를 심화시키는 원인에 대한 진단과 국제사회의 전세계 모두를 위한 다양한 움직임 및 방향성을 조명하고, 새롭고 건전하며 지속 가능한 국제사회로 나아가는 정책 아이디어 와 비전을 살펴보는 데 의의가 있다. 빈곤문제를 효과적으로 해결하기 위해서는 국제기구들이나 선진국 들의 ODA를 통한 상향식방식을 채택할 필요가 있다. 또한 불평등을 해소하기 위한 정책의 포괄적인 방 안으로 첫째, 사회보장정책을 강화해야 하며, 공적개발원조를 통해 재원을 확보해야 한다. 둘째, 젠더, 인 종․민족, 장애, 거주지역 등에 근거한 차별을 금지하고, 차별적인 사회적 규범, 관습, 태도를 타파하며 사회적 약자층의 시민․정치적 권리의 강화를 통해 사회정치적 지위를 증진시켜야 한다.
This study reviews the definition, causes and consequences of the world poverty and inequality based on the analysis of the research trends in international social welfare education, Korea. Study findings are expected to contribute for the better understanding of the reason of the deepening disparity of the rich and the poor in the world and for the suggestion of policy ideas and vision toward new, sound, and sustainable international society by analyzing the various efforts and viewing directions for all people in the world. In order to solve world poverty problems effectively, the increased ODA supports of international organizations and the advanced countries are needed. Social security policy and financial resources also needs to be emphasized to decrease the world inequalities. Prohibition of the discriminations by gender, race, ethnicity, disabilities, and residential areas are necessary and the promotion of the socio-political status of the social oppressed are requested by increasing their civic-political rights in addition to end the discriminative social norms, customs, and attitudes around the world.
