세계 여러 나라는 지구촌의 빈곤문제를 비롯해서 질병과 교육, 분쟁과 자연재해, 난민과 인권, 여성과 아동, 환경과 지속가능한 개발 등의 문제들을 해결하기 위해 국제개발협력 활동을 펼치고 있다. 이 중에 서도 특히 지구상에 절대빈곤에 시달리는 14억 명의 사람들과 매년 5세 미만의 아동 920만 명이 영양실 조와 질병으로 죽어간다는 것은 간과할 수 없는 사실이다. 이러한 불평등과 불균형의 세계 속에서 국제 개발협력을 하는 이유는 인도주의적인 동기, 원조를 주고받는 국가들의 상호발전, 세계 모든 사람들의 연대를 위한 협력 방안이 되기 때문이다. 한국도 국제개발협력에 참여하고 있으며 과거에 ‘원조를 받는 나라’에서 2009년에는 ‘원조를 하는 나 라’로 전환하게 되면서 국가의 이미지를 제고하게 되었다. 한국은 2010년부터 경제개발협력기구(OECD) 에 개발원조위원회(DAC)의 회원국으로 활동하고 있으며, 국제개발협력의 선진화를 위한 방안의 하나로 종교단체를 비롯한 민간사회단체들의 적극적인 참여를 유도하고 있는데, 특히 새롭게 부상하는 종교를 기반으로 하는 단체들에 대한 국제사회의 관심과 지원이 증대하고 있다. 국제개발협력 기구들은 이러한 종교기반조직을 FBO(Faith-Based Organization)라고 하여 시민사회단 체들 중의 하나로 규정하고 있다. 서구사회에서는 이미 활발한 활동을 벌이는 중요한 주체로 인정받는 종교기반조직(FBO)들은 종교적 사랑과 헌신의 자세로 가난하고 어려운 이들에게 큰 도움을 주고 있다. 불교계도 제3세계 국가의 빈곤과 소외된 사람들 위한 국제개발협력 활동에 참여하고 있는데, 이러한 활 동이 불교사상에 입각한 자비와 나눔을 실천하는 길이 되기 때문이다. 그러나 종교기반조직들의 국제개 발협력 활동 가운데 상당수를 차지하는 기독교기반 개발NGO들의 활동에 대한 조사연구는 시도되고 있 지만, 불교기반 개발NGO의 활동현황을 조사 연구한 자료는 거의 없는 상황이다. 기독교기반 개발NGO의 활동방식을 보면 제3세계를 지원하는 국제개발협력 활동이면서 복음을 전파 하기 위한 선교활동으로 나타나고 있다. 즉, 국제개발협력 활동을 복음을 위한 선교 수단으로 하거나 복 음을 위한 선교 자체로 보고 있다. 이와 같이 기독교에서는 국제개발협력과 선교를 통합적인 접근방식으 로서 선교에 활용하고 있는 추세이다. 따라서 본 연구목적은 한국의 국제개발협력 활동 가운데 종교계의 국제개발협력 활동을 고찰하고, 불 교와 기독교의 국제개발협력 활동을 비교분석하고, 국제개발협력을 위한 불교계의 활동방향을 모색하고 불교계 국제개발협력의 전망과 과제를 연구하는데 목적이 있다.
South Korea and the rest of the world have been strengthening international development and cooperation to solve the global basic problems such as poverty, health, education, environment and human rights disputes, etc. Korea emerged in status from a recipient of global donations to a donor that proudly offers aid to developing countries. Also it was a momentum to enhance the Korea’s country image. From 2010, Korea has been participating in DAC as a member of OECD. Korea government such has been trying to lead the NGO include religious organization to voluntarily participate in the energy-conservation movement. Specially, the religious organization are getting the attention of the international community. Also international support to them is increasing. International development organizations call the religious organization FBO(Faith-Based Organization) and define a sort of NGO. FBO has greatly helped to poor and others in need, so they are widely acknowledged as the best NGO in the west European societies. The international development and cooperation of the Buddhist organizations, also, goes wider to the poor and the marginalized peope in the Third World. But there has been little to no research into the Buddhist NGO’s international social-minded activities and other serves for the public's welfare in the field of international development and cooperation. It is very rare, compared to the research about Christianity NGO. The Christianity NGO regard the services in the Third World as the international development and cooperation. At the same time they consider those activities as the evangelical work. So they see the he international development and cooperation as the evangelical work, itself. There's a drift towards having international development and cooperation as an integrated approach for the Missionary works. After all, this study’s aims is to investigate the Buddhist’s international development and cooperations and to suggest an new approach for the practice. Also, the other purpose of this research is looking for new directions and methods of the international services by Buddhist organizations.
