연구목적: 본 연구의 목적은 부산지역 자치구․군의 교육경비지원 현황을 분석하고, 그 결과를 바탕으로 자치구․군의 교육경비지원을 활성화하기 위한 과제를 살펴보는데 있다. 연구방법: 연구 목적을 달성하기 위해 부산지역 16개 자치구 군의 교육경비지원 현황을 분석하였다. 연구결과: 첫째, 자치구․군에 따라 차 이는 있지만 전반적으로 감소하고 있으며, 둘째, 자치구․군간에 상당한 격차가 나타나고 있고, 셋째, 자체 조례에서 규정하고 있는 기준 비율에 크게 못미치고 있으며, 넷째, 동부산권과 서부산권 자치구․군간에 어 느 정도 차이가 나타나고 있고, 다섯째, 교육경비지원 사업 내용은 전반적으로 자치구․군간에 특성화, 차 별화되고 있었다. 논의 및 결론: 첫째, 자치구․군은 교육경비지원의 구․군간 격차 해소를 위해 노력해야 하며, 둘째, 자치구․군은 교육경비지원 관련 조례 개정을 통해 예산 지원의 범위를 확대함과 아울러 자체 조례에서 규정하고 있는 교육경비지원 비율을 준수하기 위해 노력해야 하고, 셋째, 자치구․군은 교육경비 지원 사업의 내실화를 위해 중요성과 공평성 등을 고려하여 예산을 편성해야 하며, 넷째, 교육청은 자치 구․군과 교육경비지원 사업의 공동 개발 등 연계와 협력 확대를 위해 노력해야 한다.
Purpose: The purpose of this study was to analyze the status of educational expenditure support of Busan regional autonomous entities, and on the basis of the results, to examine the tasks to vitalize the education expenditure support of autonomous entities. Method: The educational expenditure support of 16 regional autonomous entities in Busan were analyzed. Results: i) the educational expenditure support has been reduced as a whole to varying degrees depending on the autonomous entities, ii) a significant difference has appeared between autonomous entities, iii) it has been significantly below the reference rates specified by autonomous regulations, iv) a certain degree of difference has appeared even in eastern and western autonomous entities of Busan areas, and v) educational expenditure support activities have been characterized and differentiated depending on autonomous entities. Conclusion: i) the autonomous entities should make efforts to remove disparity in the educational expenditure support between entities, ii) the entities should make efforts to expand the scope of budgetary support through revising regulations in relation to educational expenditure support as well as to observe the rate of educational expenditure support prescribed in the autonomous regulations, iii) the entities should organize the budget so as to substantialize education the expenses support activities taking into account the importance and impartiality, and iv) the education offices should make efforts to expand link and cooperation with autonomous entities including joint development of educational expenditure support.
