본 연구는 우리나라 초ㆍ중등교육 분야 지배구조 개편에 따른 정치학적 쟁점을 탐구하는 연구이 다. 이를 위해 우선적으로 지배구조의 개념 및 우리나라 초ㆍ중등교육 분야 지배구조 변화 흐름을 고찰하였다. 다양한 지배구조 개념 논의를 바탕으로 지배구조 개념을 규정하고, 우리나라 초ㆍ중등 교육 분야 지배구조 변화 흐름을 분권화, 일반 대중의 참여 중심, 자율ㆍ경쟁 중심, 다양화 지향, 선택과 집중 원칙 등 다섯 가지로 정리하였다. 다음으로 초ㆍ중등교육 분야 지배구조 변화 사례 및 초ㆍ중등교육 분야 지배구조 개편 과정에 서의 정치학적 쟁점에 대해 논의하였다. 초ㆍ중등교육 분야 지배구조 변화 사례로 학교자율화 정 책과 교장공모제를 들었고, 초ㆍ중등교육 분야 지배구조 변화 과정에서의 정치학적 쟁점으로 국가 에 의한 권한 배분 Vs 쟁취에 의한 권한 획득, 민주성 Vs 전문성, 선택과 집중 Vs 약자에 대한 배 려, 거버넌스의 한 주체로서의 정부 Vs 거버넌스 총괄 관리자로서의 정부, 참여의 확대 Vs 참여자 의 역량 등 다섯 가지를 논의하였다. 마지막으로 본 연구 결과를 바탕으로 초ㆍ중등교육 분야 지 배구조 변화 흐름에 대응하기 위한 진정한 교육공동체 구축 필요성을 제안하였다.
The purpose of this study is to analyze the political issues of restructuring the governance system in the elementary and secondary education. For that purpose, I discussed the concept of governance and the characteristics of restructuring the governance system in Korean elementary and secondary education as followings : decentralization, participation of the common public, centered on autonomy and competition, diversification, choice and concentration-oriented etc. After that, I presented two cases of restructuring the governance system in the elementary and secondary education : the policy of school liberalization, contest for appointing principals. And I discussed the political issues of restructuring the governance system in the elementary and secondary education as followings : distributing the authority by government Vs acquiring the authority by fighting, democracy Vs professional, choice and concentration-oriented Vs considering the weak, government as a member of governance Vs government as a manager of governance, expansion of participation Vs the ability of participants. Finally, I proposed the educational community for preparing restructuring the governance system in the elementary and secondary education.
