The purpose of this study is to analyze the political issues of restructuring the
governance system in the elementary and secondary education. For that purpose, I
discussed the concept of governance and the characteristics of restructuring the
governance system in Korean elementary and secondary education as followings :
decentralization, participation of the common public, centered on autonomy and
competition, diversification, choice and concentration-oriented etc.
After that, I presented two cases of restructuring the governance system in the
elementary and secondary education : the policy of school liberalization, contest for
appointing principals. And I discussed the political issues of restructuring the
governance system in the elementary and secondary education as followings :
distributing the authority by government Vs acquiring the authority by fighting,
democracy Vs professional, choice and concentration-oriented Vs considering the weak,
government as a member of governance Vs government as a manager of governance,
expansion of participation Vs the ability of participants. Finally, I proposed the
educational community for preparing restructuring the governance system in the
elementary and secondary education.
