평생교육법 제2조에서는 문해교육이란 일상생활을 영위하는데 필요한 문자해득능력을 포함한 사회 적, 문화적으로 요청되는 기초생활능력 등을 갖출 수 있도록 하는 조직화된 교육프로그램으로 정의 하고 있다. 이러한 상황에서 2016년 2월에는 평생교육법 제39조 2에 의거하여 문해교육의 활성 화를 위해 국가평생교육진흥원 국가문해교육센터가 출범하였다. 사회의 변화 발전에 따라 문해의 개념은 역동적으로 변화하지만, 현재 문해 및 문해교육에 관한 연구는 많이 이루어지지 못했다. 문 해 교육 관련 학자의 관심과 연구가 부족한 가운데, 본 연구의 목적은 현재 국가평생교육진흥원 중 심으로 전개되는 문해교육에 새로운 실천 방향을 제시하고자 한다. 연구내용은 문해 개념과 문해교 육의 변천 과정을 교육사적인 측면에서 탐색해보았고, OECD, UNESCO와 유럽사회에서 통용되 고 있는 문해의 개념을 사회적 실천이라는 행위로 제시하였다. 연구방법은 국내 문해교육 관련 선 행연구와 국제기구 및 유럽의 성인교육관련 출간 보고서 및 연구 자료를 비교 분석하였다. 성인 문 해교육의 기초적 이념이 발달하는 과정에 큰 영향을 준 프레이리의 정치해방적 교육학에 따라 문해 교육은 자기해방을 위해 자아의식의 강화, 판단능력의 강화, 정치적 앙가지망의 촉진이라는 측면이 강화되어야 할 것이다. 영국을 중심으로 일어난 “New Literacy Studies”에서도 ‘문해의 개념을 사회적 실천’으로 규정하고 있다. 연구결과로 문해란 새로운 사회운동으로서 지속성장발전이 가능한 사회의 창출을 위해서 모두가 실천력을 발휘하는 것이며, 문해교육의 목적은 사회적 실천과 시민의 식 함양, 일상생활과 취업을 위한 역량 함양에 두었다. 따라서 문해교육은 성인교육 원리에 초점을 맞추어 자기주도적 학습을 기반으로 자조그룹(self-help)의 형태로 진행되어야 하며, 모든 시민의 참여가 가능한 융통적인 체계로 운영되어야 할 것이다.
According to Section 2 of the Lifelong Education Act, literacy education is an organized training program, which enables people to lead daily life with necessary literacy skills and socially and culturally requested basic living skills. Based on this in February 2016 according to Section 39 paragraph 2 of the lifelong education act, a national center for literacy education of the National Institute for Lifelong Education to activate literacy education has been founded. Although the concept of literacy education changed dynamically corresponding to changes in social development, studies on literacy and literacy education couldn’t be realized. The purpose of this study is to propose a new practice direction on literacy education with focus on the national center for literacy education. Research content is the analysis on transition process of concept of literacy and literacy education, and the proposal for a social transfer whereas the current literacy concept shared e.g. within OECD and UNESCO has been considered. As research method a comparative analysis of advanced researches on domestic literacy education, European reports on adult education and other research material is applied. Freire’s basic ideology is a big impact for the process of development of adult literacy education. Hereafter, literacy education means political liberation, education to enable oneself with the sense of self-determinated judgement also in terms of promoting political participation should be strengthened. Britain's “new literacy studies” focusing on concept of literacy are also implemented through social action. Research result shows that literacy needs to be supported through a social movement with a persistent long transition to create such new initiative. The purpose of literacy education is to give every person social action and civic consciousness to increase their capacity to manage daily life and employment. Literacy education based on the principles of adult education needs to be realized in form of self-help groups through the activation of all citizens.
