This research aims to delve into applicability of vocational training based on NCS for North Korean Defectors in an environment that vocational training, qualification system, and employment are ever-changing and reorganized based on NCS, and to provide policy suggestions on how to conduct vocational training for them in terms of development of human capital. For this end, this research examines the process of NCS-based vocational training and evaluation on training centers to identify barriers in NCS-based vocational training as well as current status and supportive system of vocational training for North Korean Defectors. Especially North Korean Defectors almost have not vocational basic skills. Namely communications, human relations, problem solving, ICT knowledge, professional ethics. They get caught physical illness and psychological anxiety during the escape from North Korea. The research makes various suggestions such as diversity in curricular organizations and training durations, establishment of temporary standards to appraise training centers for North Korean Defectors, designation and development of specialized public and private training centers, organization of an exclusive task force team, setup of customized supportive system for employment, selection of strategic jobs by industry, changeover of policies on vocational training.
