본 연구는 2015 개정 특수교육 교육과정 정책 추진 과정과 쟁점을 분석하는데 목적을 두고 있 다. 본 연구는 ‘특수교육 교육과정 총론 기초 연구 수행’, ‘특수교육 교육과정 총론 시안 개발’, ‘특 수교육 교과 교육과정 시안 개발’을 토대로 마련한 ‘시안 공개 토론회’(총론: ’15.8.7, 교과교육과정: ‘15.7.31~8.8)와 ’총론, 교과교육과정 공청회’(’15.10.12) 그리고 최종 확정된 ‘2015 개정 특수교육 교 육과정 고시문’(’15.12.1), 현장 적합성 검토, 관련 학회, 단체, 언론 보도 등을 대상으로 실시하였 다. 연구의 결과로 정책 추진 투입단계에서는 초·중등학교 교육과정 개정이 추진되었고, 전담 인 력 배치되었다. 정책 추진 과정에서는 특수교육 교육과정 총론 기초 연구 수행되고, 특수교육 교 육과정 총론, 교과교육과정 시안 개발되었으며, 교육과정 심의회를 거쳐 개정시안이 확정되었다. 산출에서는 2015 개정 특수교육 교육과정이 고시되었다. 환류 및 요구로는 현장요구분석, 총론, 교 과교육과정 시안 공개 토론회, 공청회, 관련 학회 및 단체, 언론 보도 등이 있었다. 2015 개정 특 수교육 교육과정 정책 추진 과정 중 투입 단계 쟁점은 일반교육 변화에 의한 개정, 특수교육 전담 인력 배치이고, 정책 추진 과정 단계 쟁점은 특수성 부족, 개발과정에서 당사자 참여 부족, 개발과 정의 시간 부족이였다. 또한 환류 및 요구의 쟁점은 의견수렴의 부족, 교육과정 연구 및 논의 부 족으로 나타났다.
The purpose of this study is to analyze the policy process and Issues of 2015 Revised Special Education. This study is to analyze the characteristics of Special Education Curriculum basic studies, Special Education Curriculum general draft development, Special Education Curriculum itemized draft development, Special Education Curriculum general and itemized draft forum, 2015 Revised Special Education Curriculum Notice, review of field suitability, elated academic societies and organizations, and media reports. The results of this study are as follows. At the stage of policy promotion, revision of General School Curriculum was promoted and a dedicated workforce was deployed. In the policy promotion process, the basic research on general education of Special Education Curriculum was carried out, Special Education Curriculum general and itemized draft was developed, and the revision draft was confirmed through the curriculum council. In the calculation stage, the 2015 Revised Special Education Curriculum was announced. At the stage of feedback and demand, analysis of field demand, forum and public hearings of Special Education Curriculum general and itemized draft , related academic societies and organizations, and media reports were included. The issues in the 2015 Revision Special Education Curriculum promotion process are as follows. The issue at the input stage is revision due to changes in general education and placement of special education personnel. The issue of policy promotion process was lack of specificity and participation in curriculum development process, and lack of time for curriculum development process. The issues of feedback and demand are lack of opinion convergence, curriculum research and discussion.
