This study examines the realities and problems of vacant houses in gradually increasing urban areas and
rural areas and analyzes them in terms of the usefulness of real estate. For this purpose, we applied the
related system of foreign countries based on the analysis of the current situation of the vacant houses in
Korea, and provided practical guidelines for the efficient management of vacant houses in the future. As
the main content, vacant houses in the area were classified into demolition type and utilization type. First,
in case of demolition, there are measures such as utilization of demolition subsidy by local governments,
demolition order, construction after new demolition of old buildings. In the case of the utilization type that
provides vacant houses in the area to the people of farm and rural returning, it suggests that it can be
used as purchase type and trust type after long term lease. In addition, the use of vacant houses can utilize
local autonomy itself, nonprofit corporations and social enterprises, and related organizations and vacant
residential area organizations. In accordance with recent social enterprise proliferation, it is possible to utilize social enterprise in accordance with the organizational form defined by the Presidential Decree, such
as corporations and associations, companies under commercial law, corporations established under special
laws, and non-profit civil organizations.
