연구목적: 본 연구의 목적은 부산지역에서의 혁신교육지구 도입에 대한 교사와 학부모의 인식을 분석하는 데 있다. 연구방법: 연구 목적을 달성하기 위해 교원 733명, 학부모 1,439명 전체 2,172명을 대상으로 설문 조사를 실시하였다. 연구결과: 첫째, 혁신교육지구가 필요하다고 인식하고 있었는데, 학부모 집단이 교원집 단보다, 원도심을 포함한 서부산권 지역이 동부산권보다, 다행복학교 집단이 일반학교 집단보다 혁신교육지 구의 필요성을 높게 인식하고 있었다. 둘째, 혁신교육지구의 목적으로 학교 교육활동 개선을 통한 공교육 신뢰도 제고에 중점을 두기를 바라고 있었다. 셋째, 혁신교육지구에서 우선적으로 수행해야 할 사업으로 교 원 행정업무 감축을 위한 보조인력 지원, 대학과 연계한 진로 및 전공 탐색 프로그램, 교사들의 전문적 학 습공동체 운영, 지역사회 자원을 활용한 체험학습 및 학생 활동, 부산다행복학교 초 중 고 연계 등을 중점 적으로 수행하기를 희망하고 있었다. 넷째, 혁신교육지구의 협력 유형으로는 교육청 부산시 구군청 대학 지 역사회가 협력하는 즉 민 관 학이 함께 참여하여 운영하는 것이 바람직하다고 생각하고 있었으며, 혁신교 육지구 예산 투자 유형으로는 예산 투자 비율에 있어서 교육청과 광역자치단체가 상대적으로 높고, 자치구· 군이 다소 낮은 서울형 혁신교육지구 유형을 선호하고 있었다. 결론 및 제언: 혁신교육지구의 도입과 발전 을 위한 정책상의 과제로는, 부산지역에서도 혁신교육지구의 운영 필요, 혁신교육지구의 비전 설정 및 공감 대 형성, 혁신교육지구의 사업은 필수과제와 지구별 지역특화사업으로 유형화, 혁신교육지구 사업에 마을교 육공동체 사업을 포함하여 추진, 혁신교육지구 운영 유형은 민 관 학 거버넌스를 지향하고 실무를 담당할 전담팀은 교육청-지자체 협력형이 바람직함, 혁신교육지구 예산 확보는 교육청, 광역 및 기초지자체 공동 투자가 바람직함, 혁신교육지구 사업이 단위학교의 행정업무 추가 부담 금지 등을 제시하였다.
Purpose: The purpose of this study is to analyze teachers and parents' perceptions about the introduction of innovational education district in Busan area. Method: In order to achieve the purpose of the research, a questionnaire survey was conducted on a total of 2,172, 733 teachers and 1,439 parents. Results: First, teachers and parents recognized the need for an innovational education district. Second, they wanted to focus on enhancing public education credibility by improving school education activities for the purpose of the innovational education district. Third, they hoped that priority should be given to innovational education district such as assistant human resource support for the reduction of teacher administration work, the professional learning community of teachers, experiential learning and student activities using community resources, and the linkage of elementary and secondary schools in innovational schools. Fourth, the types of cooperative type of innovational education districts were thought to be the type of cooperating with the district office, the Busan city, the provincial government, the university, and the community. As for the type of budget investment of innovational education districts, the education office and the municipalities were relatively high and the basic municipalities preferred the low type. Conclusion and suggestions: As policy issues for the introduction and development of the innovational education district, seven tasks were proposed including the vision setting and consensus formation of the innovational education district.
