The supply and demand of teachers and funding for education practices are very crucial tasks related to education policy issues. Specifically, supply and demand is a primary problem in the special education field because the insufficient amount of special education teachers to meet the required numbers based on the special education law would negatively affect the education of students with disabilities.
So far, studies about supply and demand in Korea have emphasized the weaknesses and problems of the policy related to supply and demand more than its strengths and advantages, which limits researchers’ or policy-makers ability to view its policy objectively. Thus, this paper examines the status of and problems of supply and demand in the U.S. and Korea to highlight the strengths of the Korean policy of supply and demand, and the policy implications.
Accountability and educational finances play an important role in teacher’s programs and policies; this paper emphasizes the two concepts in order to review current researches. By comparing preparation programs along with supply and demand in the United States and Korea, the strengths of the policy of Korean special education teachers are revealed.
Thus, future policies for special education teachers in Korea should be developed based on the strengths and efforts from other areas as well.
