This study is supposed to identify what the application based multiple reading strategies make effects on the reading fluency and reading comprehension of high school students with learning disabilities. For the study, 5 students attending the specialized high school with learning disabilities were compared statistically by pre-post comparison. The findings demonstrated that the experimental group had the statistically significant improvement in the reading fluency and reading comprehension, especially a big improvement in the reading comprehension. This result shows that when the application based reading process including the effective strategy for each stage of reading suggests one type of learning as the multiple reading strategies, it is very effective in improving the general reading ability for students as it trains the students on what strategy to be used on the reading. As subsequent studies, there shall be not just the simple addition of application based strategies to the education environment and learning strategy of the students with learning disabilities and learning strategy for the student with learning but the development of the systematic teaching and learning model by converging the special education theories and various teaching methods with the educational environment for smart learning.
