The purpose of this study is to find out problems by which the Korean government is confronted through comparing young-old human resource policy instruments of Korea with those of Japan. Literatures were collected by public confidence, representation, and up-to dateness as a collect standard and analyzed by desirability and feasibility as criteria. The results of analysis were as below: First, both governments\' policy instruments satisfy the conditions of desirability such as effectiveness and efficiency on the whole. But from the
operational aspects, Korea government pays less attention to linking among other policy instruments(\'development\'-\'placement and management\'-\'utilization\') than Japan government. Secondly, from the equity of view as another estimation basis of desirability, policy instruments of Korea show a marked trend of vertical equity, whereas those of Japan show horizontal equity. Thirdly, young-old human resource policy instruments of Korea are relatively insufficient with feasibility as criteria than those of Japan, cause of oversimplification of professionals who carry out policy instruments in the field.
