his paper summarized the current practice of the educational services for children with learning disabilities in the United States. Newly reauthorized Individuals with Disabilities Education Act (IDEA) in 2004 reassured that the identification process is a complex matter and no correct answer is yet available. The new IDEA included response- to-instruction criteria as an eligibility criteria of learning disability besides the IQ- achievement discrepancy. However, the question of validity for both criteria remained. This report also introduced the practice of US schools with learning disability identification, evaluation, service delivery, and outer support system. Particularly, the impact of No Child Left Behind was emphasized in the discussion. At the end of this paper, various reading programs for struggling readers such as Title 1 were reviewed. although these are not the programs that directly serve children with learning disabilities, these reading programs remediate reading difficulties before they develop into more serious reading problems, which require an attention of special education.
