본 연구의 목적은 2004년 한 해 동안 국내 장애인복지 분야로 투입된 복지자원의 총량을 추정하고, 배분주체별로 자원의 할당규모와 영역별 집중정도 및 배분주체에 따른 영역별 집중정도를 파악함으로써 우리나라 장애인복지자원의 방향성에 대한 정책적 함의를 제공하는 것이다 본 연구에 나타난 주요 결과는 다음과 같다. 첫째, 2004년 장애인복지자원의 총량은 약 2조 9천 5백억 원 정도로 나타났다. 둘째, 배분주체별 할당규모는 공공부문이 전체 장애인복지총량에서 약 87.3%를 차지할 정도로 장애인복지자원의 총량 중 대부분을 공공부문이 차지하는 것으로 나타났고, 사회보험, 지방정부, 중앙정부의 3가지 배분주체가 장애인복지자원 총량의 약 75% 내외를 차지하는 것으로 나타났다. 셋째, 또한, 영역별 집중정도는 생활안정 영역, 시설 및 단체육성 영역 및 편의증진 영역, 이상의 3가지 영역에 장애인복지자원의 90% 이상이 집중되어 있는 것으로 나타났다. 이런 영역별 집중정도는 배분주체에 따른 영역별 집중정도에서도 동일한 것으로 확인되었다. 본 연구의 정책적 함의는 다음과 같다. 첫째, 장애인복지의 진보적 발전을 위해서 필수불가결한 요소인 복지자원의 확보와 증가를 위해 민간부문의 자원개발이 시급하며, 둘째, 장애인복지의 기본이념이자 목적인 장애인의 정상화와 사회통합을 달성하기 위해서 기존 영역에 사용된 자원에 대한 평가와 재검토가 이루어져야 함을 알 수 있다.
The purpose of this study is to suggest politic implications about the direction of disability welfare in Korea, estimating the total amount of disability welfare resources in Korea in 2004 and finding assignment amount classified by distribution subject, centralization degree classified by domain and centralization degree classified by domain depending on distribution subject. The major findings of this study were as follow: First, the total amount of disability welfare resources in 2004 is 2.95 trillion. Second, in the case of assignment amount classified by distribution subject, the public sector holds most of the total amount of disability welfare resources with holding about 87.3% among the total amount of disability welfare resources and the three subjects, Social Insurance, the central government and the local government, hold about 75% among the total amount of disability welfare resources Also, third, in the case of centralization degree classified by domain, over 90% among the total amount of disability welfare resources is centralized at the three domains, the domain of life support, institution and organization raising and convenience promotion. this result is the same as centralization degree classified by domain depending on distribution subject Through this result, we can occupy politic implication as follow: First, we must development resources from the private sectors to hold and increase welfare resources, prerequisite factor for progressive development of Disability Welfare. Second, we must evaluate and reinvestigate about the used resources in the existing sectors to achieve normalization and social integration, basic ideology and goal of Disability Welfare.
