The purpose of this study is for designation and establishment of specialty personnel, which is one of points in dispute. The status of specialty personnel in Korea, Japan, and some countries in OECD member is compared and studied. From the comparing and studying of the government proposal and 6 bills from congress, the reason for the title of \"long term care\" not \"nursing\" is expected to correspond the purpose of bill and domestic economic and social circumstances. Secondly, the long term care service personnel is classified in 3 group; ①care manager, ②caring social worker, and ③caring guardian. The role is clearly specified, and the education procedure and condition is standardized. Also it aims for enhancing the quality of service for customer satisfaction. From the need of maintaining service quality, standardization of learning course, and qualification screening of teaching personnel, the establishment of separate corporation for managing caring personnel is recommended to specialize the non-specialty personnel.
The following effect is expected; Till 2010, 20 thousand personnel is demanded as caring social worker, and the increment of competing power in the nation and the extremities among jobs is solved.
It will supply the workplace to lady in middle class and young person to solve the extremities in job market and enhance the competing power of the nation. The realization of caring social worker system is looking forward to.
