본 연구는 현행사회복지사 자격제도가 오용 및 남용되고 있다는 문제의식에 따라 자격증 제도의 개선이 요구되는 시점에서, 그 현황을 파악하고 개선방안을 마련하기 위하여 시행되었다. 이를 위하여 우선 그동안 사회복지사 자격제도가 발전되어 온 과정을 정리하고, 자격제도의 현황을 사회복지사 자격, 자격취득 교육과정 및 자격관리 측면에서 논의하였다. 그리고 이 주제와 관한 사회복지계의 의견을 수렴하기 위하여 사회복지사 전수를 대상으로 실증적인 조사를 시행하였다. 총 6,405명의 사회복지사들이 참여한 조사 결과, 전반적으로 사회복지사 자격제도의 엄격성을 강화해야 한다는 의견이 강하게 제기되고 있음을 확인할 수 있었다. 이를 근거로 본 연구에서는 첫째, 사회복지사 양성교육의 폐지, 둘째, 자격 급수별 표준 직무규정안 마련, 셋째, 사회복지사 유사명칭 사용금지, 넷째, 사회복지현장실습 인증제도 도입, 다섯째, 사회복지학 교과목 내용과 최소학점 규정 등을 제안하였다. 이와 같은 개선안은 사회복지계의 전문성 제고를 통해 궁극적으로 우리 사회가 요구하는 휴먼서비스의 질을 향상시키고자 하는 것이다.
Today, there are some of misuse and abuse cases relation to the National License of Social Workers(NLSW) in Korea. This article examines the current situation and problems of the NLSW, and identifies some of key strategies to overcome the problems regarding the NLSW. This study reviews the historical development of the NLSW, requirement, curriculum, and management of the NLSW. And this study conducted the internet-based research for social workers in Korea. Six thousand four hundred five respondents were answered the questionnaire in this study. They were more likely to support the strict process and requirement of the NLSW in the results of the study. Especially, this study proposed the following key strategies to solve the problem of the NLSW: 1) abolishment of short-term social worker\'s educational program; 2) development of standard job description for different levels of the social workers; 3) not using same title similar to Social Worker; 4) introducing of accreditation of social welfare field work; 5) new regulation of social welfare course work and minimum level of academic requirement. With these proposed agenda regarding to the NLSW, we could improve the professionalization of social workers, and the quality of human services and in Korea.
