본 연구는 경상북도의 재가장애인에 대한 생활욕구조사를 실시하여 그 결과를 분석하고 지역적 특성 및 경북지방정부에 맞는 장애인복지정책 수립에 필요한 자료제공과 서비스를 개발하도록 지원하는데 목적을 두고 있다. 이를 위해 계통추출법으로 경상북도의 재가장애인 1,194명을 선정해 지역별, 성별 분포도를 일정하게 하며, 건강생활, 사회생활, 경제생활, 주거생활, 가족생활, 교육생활, 복지생활에 관한 설문조사를 실시하였다. 그 결과 장애인이 도시지역에 편중되어 있어 농촌지역에 시설투자 및 서비스 확충이 필요한 것, 경제적인 지원 외의 서비스에 대해서는 이해가 부족하므로 정책홍보가 필요하다는 것, 여가에 대한 욕구는 있으나 전체적인 환경이 뒷받침되지 못하고 있으므로 사회적인 서비스를 받으며 자립생활을 하도록 지원하는 것 등이 경상북도의 정책을 효과적으로 추진할 수 있는 방향으로 생각할 수 있다.
This research aims to conduct a survey of welfare desire for handicapped person stayed at home in Gyeongsangbukdo and analyze its outcome in order to assist in providing data and developing service necessary for establishment of the welfare policy appropriate for the local characteristics and Gyeongbuk local governments. This study surveyed 1,194 handicapped people stayed at home in Gyeongsangbukdo based on systematic sampling method keeping balance within regional and gender groups regarding their health, social relations, economic activities, housing, family, education, and welfare activities, etc. This study found that rural areas demand facility investment and service expanding because handicapped persons are maldistributed in urban areas. The public-relations campaign of policy is needed owing to lack of understanding about welfare services except monetary assistance. An effective policy is to assist a self-support by providing social service because although there exists an appetite for leisure, general environment is not supported sufficiently.
