The development of this program aims to allow vision-impaired children to use PCs or Hansone and improve their ability in four rules of arithmetic calculation in the Web-based environment, and present a model for future diverse Web-based programs for vision-impaired children. To that end, the current status of vision-impaired children\'s calculation ability and the status of programs were determined and what should be needed for development of the program were determined. Mathematics curricula in the elementary school were analyzed and contents to be reflected in the program were selected. Based on these results, the Web-based four rules of arithmetic calculation program was developed, and how to use it was explained.
