본 연구의 목적은 2004년 1월 29일 ‘장애인 고용촉진 및 직업재활법’개정 이후를 중심으로 한국의 장애인 고용정책 현황 분석을 통해 고용률 추이 변화 및 고용이 장애인들의 삶에 중대한 영향을 미칠 수 있다는 점을 감안하여 현 의무고용제도의 제도적 개선방안을 살펴보는 데 있다. 법 개정 이후 장애인 고용의무가 50인 이하의 사업주로 확대된 시점을 기준으로 하여 우리나라 장애인 고용 현황을 살펴보기 위해 2005년 보건복지부와 한국보건사회연구원에서 실시한 ‘장애인 실태조사’자료집을 기초로 하였으며, 한국 노동시장 특성분석(장애인 포함)과 장애인 취업자의 일반적인 특성을 분석하기 위해 노동부에서 매년 발간하는 ‘2007년판 노동백서’와 한국장애인고용촉진공단에서 매년 분기별로 발간하는 ‘장애인 고용동향’자료집 2004년 2/4분기와 가장 최근 자료인 2007년 2/4분기 자료 중 본 연구와 관련되는 내용을 추출하여 비교ㆍ분석하였다.
The purpose of this study is to analyze a way to improve current policy primarily the employment promotion and vocational rehabilitation act\'s revision in jan. 29th 2004, the change of employment rate employment can affect disabled people\'s improvement of Life. After the law was revised that the obligatory employment system for the disabled extended to employer under 50 people to analyze the employment of the disabled, a journal of the present state research on the actual condition of the disabled, the ministry of health & welfare and Korea institute for health and social affairs did to observe present state of the employment system for the disabled in korea, and a journal of the trend of employment system for the disabled, The Korea employment promotion agency for the disabled printed in 2004 2/4, and the most recent material 2007 2/4 one, among those materials, we selected what is related with our study and compare and analyzed it.
