본 연구는 시각장애인의 정보통신 보조기기 이용 실태와 사용상의 문제점 및 그에 따른 개선 방안을 알아보는 것으로서 조사 연구 방법으로 진행되었다. 본 연구는 한국정보문화진흥원의 지원에 의해 2006년 10월 전국 규모로 실시된 정보통신 보조기기 및 특수 SW 사용 실태 조사 중 시각장애인만을 대상으로 데이터가 새롭게 분석되었다. 정보통신 보조기기 사용 실태에 앞서 우리나라에서 일반인들이 보편적으로 사용하고 있는 정보통신 관련 유형 세 가지 (컴퓨터·인터넷·휴대폰)에 대해 그 사용 실태를 알아본 결과 정보통신 보조기기 사용자들은 전체적으로 90% 이상이 사용하는 것으로 나타났다. 그러나 위의 세 가지 유형을 사용할 때에도 각각 사용상의 불편함이 있으며, 특히 휴대폰의 경우에는 음성지원에 대한 요구가 다소 높은 것으로 나타났으며 시각장애인들은 이것에 대한 다양한 개선을 요구하고 있다. 정보통신 보조기기의 사용 실태와 보급에 관한 현황을 보면 사용자들 중에는 장애 정도가 높은 경우(시각장애 1급과 2급)가 대부분이어서 그 필요성을 높이 인식하고 있었다. 정보통신 보조기기 이용 상의 문제점을 알아보기 위해 제품 사용의 불편함과 만족과 불만족 요인을 함께 알아보았다. 또한 보급상의 문제점으로는 정보통신 보조기기의 품목과 기능 그리고 보급정책에 대해 일반적으로 낮은 인지도를 보였다. 이러한 요인들을 고려하여 개선 방안이 마련되어야 할 것이다. 끝으로 이러한 문제점과 개선 방안을 통해 3가지의 내용이 제언되었다.
This study surveys the utilizing status of assistive technology for electronic & information access and communication of persons\' with visual impairments. In addition this study includes problems reported by subjects when using the assistive tech. Originally this study was supported by Korea Agency for Digital Opportunity and Promotion in Oct. 2006. This study is the part of the original study and the data was drawn from the original one and reanalyzed for the current study. First of all, almost 90% of users of assistive technology for electronic and information access and communication are regular users of computer, internet and cellular phone. Above all, they have problems with using cellular phone due to a lack of sound related services. The subjects have needs of improvements in terms of quality of product and policies of assistive tech. Additionally this study figures out chief causes of satisfaction and dissatisfaction on each product in order to suggest improvement plans. Last, through the suggested improvement plans, three ideas were proposed for policies and industrial markets on assistive tech for people with visual impairments.
