This study investigated the current state of inclusive education for disabled young children in kindergarten and inclusive kindergarten directors\' perception on inclusive education in order to improve inclusive education for disabled young children and, for this purpose, conducted a questionnaire survey of 91 private kindergartens (listed in the annual report of special education in 2003) throughout the country that were executing inclusive. The current state of inclusive education for disabled young children and kindergarten directors\' perception on inclusive education are as follows. First, it is necessary to institutionalize standards for the facilities and equipment of inclusive kindergartens for young children with disabilities school life, and to plan specific methods to get supports from the community. Second, in order to execute individualized education plans(IEP) in kindergarten, preschool teachers need to have training on special education for developing IEP, and various teaching tools and materials as well as specialists\' continuous cooperation are required. Third, for disabled young children, active promotion and education should be made in order to turn peoples\' perception on disabled young children positive and to persuade disabled young children\'s parents to send their young children to inclusive kindergartens. Fifth, inclusive kindergartens should be supplied with a sufficient number of preschool teachers for special education. Moreover, all preschool teachers need to have training on inclusive education.
