The 7th curriculum also has put emphasis on promoting the qualities of a
democratic citizen as the ultimate purpose of the social studies. So, the site of
education has concentrated on constant studies and efforts to achieve the purpose.
However, the constant studies hasn\'t reached the satisfactory level because there
is lack of the tools which evaluate quickly behavior constituent of affective
characteristics.
Up to date, a multiple choice items test have made a lot of problem, which has
been used as the tools of evaluation in the society, and the method of performance
assessment is required.
Performance assessment has strong points which can evaluate quickly
problem-solving process, intention-deciding ability, participation attitude as well as
learning results because it directly is done by teacher. However, there are
problems about validity, reliability, impartiality and so on.
Therefore, this study establishes the accomplishing level of promoting qualities
of democratic citizen, suggests distinctly scoring criteria and contributes to
education improvements and developments in the social studies.
The first chapter describes the necessity, purpose, investigation of the
preceding studies, content and method about this study. The second chapter shows
behavior characteristics about the qualities of democratic citizen, and they are
evaluation criteria. And it suggests the evaluation of instruction processing, a
performance assessment model, and its improving methods of problems.
The third chapter establishes the producing procedure of performance
assessment items, accomplishing criteria of citizen\'s qualities and a scoring
criteria. And these can be applied to the social studies in classroom.
The results of this study can play the role of one of basic data which can contribute to improvement of curriculum management to the persons concerned
with the social studies education.
The improvement of the evaluation tools give a big hand to education
improvement so the study of careful plan and procedure is very important and
the evaluation tools which validity and reliability is higher should be produced and
used.
Finally, this study is not about evaluation criteria for qualities of democratic
citizen in the specified grades and levels, but about scoring criteria for
performance assessment items therefore, items for the specified grades and levels
will be developed and the study verified should be keeping on.
