이 연구는 지방교육자치 시대의 도래에 따라 제기되는 교원 양성의 지방화 문제와 교육대학의 역할에 대해 논의하기 위해 시도되었다. 이를 위해 이 연구에서는 교원양 성의 지방화 문제를 그 장단점과 실현가능성을 중심으로 집중적으로 검토하고, 그를 바탕으로 초등교원 양성을 담당하는 교육대학이 지방교육자치 시대에 부응하여 수행해 야 할 교육적․봉사적 역할들에 대해 탐색해 보았다. 그 결과, 교원양성의 지방화 문제는 원리적으로는 타당하고 적절한 측면을 가지고는 있지만, 현실적인 측면에서 여러 가지 문제와 난점들을 가지고 있으며, 그것은 비효율 과 불합리, 그리고 낭비와 손실로 이어질 수 있기 때문에 신중한 접근이 필요하다는 점을 논의하였으며, 교육대학은 그러한 사회적 요구에 적극적으로 부응하여 지역사회 와의 다양한 협력, 즉 양성협력, 연구협력, 연수협력, 봉사협력을 활성화하고, 지역사 회의 교육과 문화발전의 중심센터로서의 역할을 수행해야 한다는 점을 강조하고, 그 구체적인 역할 수행의 방법과 내용들을 제안하였다.
The most important issue of the resent educational reform in the industrialized countries is a site-based educational reform. School-based management, LEA-centered educational system, etc. is becoming the topics of discussion of the educational reform. Recently, the discussion of the localization of education have been unfolded in our country. To innovate schooling, a school autonomy or LEA(Local Education Agency) autonomy is necessary. The localization of teacher education is becoming the issues in such perspective. This study argued about the localization of teacher education. The strong points and weak points of the localization of teacher education were argued. As a result, it was proved that the localization of teacher education was undesirable. Consequently we need to strengthen the cooperation of teacher education institutions with communities than the localization of teacher education. For those, the University of Education(UE) must create the desirable partnership with communities. Firstly, The UE must develop the cooperative programs for pre-service teacher education; Secondly, the cooperative programs for the research of teacher education development; Thirdly, the cooperative programs for in-service education; Fourthly, the cooperative programs for community service activities.
