The objectives of this study was to analyze various virtues and realize effective character education on the basis of it. To accomplish this aim, this study established the concept of character though theoretical review, extracted and classified character virtue factors. and developed the tool to measure character virtue factors. This survey was performed to elementary school students of 80 during 5 weeks and analysis of character virtue factor was performed on the basis of the result of this survey. Major findings of the study were as follows. First, from the result of discussion about character and personality while considering educational possibility of personality, character could be interpreted as closer meaning to character than personality Second, this study extracted character virtue factors required in researcher\'s assertion or society on the basis of appearance frequency and could classify into “own range” that controls and respects himself through one\'s discovery, “foreign range” that can be said as virtue factors considering other person on the basis of courtesy and respect for maintaining harmonious and kind relationship with other person in the process of right character and “own and foreign range” that can be own and foreign range at the same time. Third, for extracted 88 character virtue factor, 7-10 measuring tools for each of them were made. After surveying developed tool and inspecting the degree of reliability, a value was more than .5000. In this process, virtue having low reliability was regarded as one that has to be deleted or would be deleted in factor analysis process. Fourth, In the process to perform factor analysis twice on the basis of factors over normal correlation(r>.4000) after correlation analysis on character virtue, it clarified the virtue that can be representative among component matrix of factors, factor loading, the degree of reliability and internal and external meaning were considered in the process. character virtue factors were also made as factor through discussion with specialized person to overcome researcher\'s subjectivity in this process.
