During the past 40 years, many ETAs(electronic travel aids) are developed and introduced as a kind of walking assistant devices for the people who are visually impaired. But it is hard to find a person who are visually impaired who uses the device. Most people who are visually impaired still use a white cane or guiding dog. In this paper, we design a walking assistant device for the people who are visually impaired. It consists of two parts: white cane part and portable device part. The white cane part performs the detection of various front obstacles, the receipt of GPS data, information transmission by Bluetooth module, and etc.. The portable device processes all data transferred from white cane part. It generates voice signal about the detection of obstacles, oneself location information based on GPS data, and executes a map-matching algorithm between GIS map and GPS data. This portable device is developed by an option type, so white cane only can be used without it. We implement a simple GIS map of the Daegu university\'s Gyungsan campus as a test geographic area. We here demonstrate its effectiveness by some experiments and confirm that it is good to be used by people who are visually impaired.
