This paper developed a policy framework for professional development of school teachers. The framework is to encourage their continuous professional growth and to challenge the risk of the teaching profession in school education. The ‘teacher as scholar’ model in this work was developed by combining the general qualities of scholar and scholarship with the components of teaching profession in Korea. The model was comprised of four factors: domains of scholarship (discovery, integration, application, and teaching); teacher development stages; career paths (teaching, managing, and supervising jobs); and evaluation and rewards systems. By building up this consistent policy framework for teaching profession, this study can be referred to adopt alternatives enhancing professional competencies, to design career development programs, and to make systematic policy goals and orientation.
