This study analysed the relative importance and the priority of the plans for improving student achievement using AHP(Analytical Hierarchy Process). The survey focuses on creative schools for academic improvement and major findings are as follows. First, we derived 3 main-levels on student plans, teacher plans, school plans and do also 11 sub-levels in those on plans for academic improvement. In case of student plans, there are customized study guidance, study motivation management, student diagnostic & assessment, learning history management as the sub-detail plans. In case of teacher plans, there are supporting for teaching & learning, providing incentive to teachers, providing teacher training course as the sub-detail plans. In case of school plans, there are supporting human resource, financial support, providing school-consulting, local community connections as the sub-detail plans. Second, when the 3 main-levels were put in priority order with the most important as first, the order is as follows: 1)student plans(academic ability management system), 2)school plans(strengthen support for school), 3)teacher plans(strengthen capability of teachers), Third, when the 11 sub-levels were put in priority order with the most important as first, the order is as follows: 1) customized study guidance, 2)supporting human resource, 3)financial support, 4)study motivation management 5)student diagnostic & assessment, 6)supporting for teaching & learning, 7)providing incentive to teachers, 8)providing teacher training course, 9)learning history management, 10)providing school-consulting, 11)local community connections. As confirmed by the above results, these will be helpful to creative school for academic improvement where they aims to minimize the number of students with learning difficulties, and to all schools where they amis to promote academic improvement in their students, and to local education office where they have a huge responsibility to support specially for academic improvement in each school.
