Basic unit of Korean elementary school management is grade level. And from the individual grade level teachers, one will become head teacher for the school year. The head teacher plays a crucial role in leading teachers to cooperate with each other, delegating managerial work and foster healthy relationship amongst each other. Therefore success of elementary education is partly dependent upon the ability of the head teacher. However, due to the dual role of the head teacher, being a homeroom teacher at the same time, they are overburdened with on-going daily managerial work. Oftentimes they have to juggle between roles and as a result start to shortchange teaching responsibilities. It is for this reason that parents dislike their children be under the care of a homeroom teacher that is also the head teacher. This study analyzes the elementary grade levelhead teacher system in Korea. It will first describe the process of how the head teacher is nominated and chosen. The head teacher's duties andrights will then be stated. Also, the study will identify the workload and how many hours of teaching are actually being omitted because of performing dual role. This study also analyzes the perception of the head teachers on their working condition, the difficulties they have in confronting their dual role. Finally, from data gathered, recommendations will be proposed to eliminate their hardship for a more productive individual.
