Teacher licensing system is the lawful and administrative institution that regulates the employment of teachers according to their legitimate qualifications, in order to (1) guarantee teaching profession and (2) social credibility through the quality improvement of qualifications, and (3) to secure the status of teachers. From the perspective of personnel administration, licensing teachers is closely connected with major steps of the administrative process. It is desirable that improving teacher licensing system is discussed in close liaison with the other teacher policies. In spite of the notion, our system has respected the mistakes to produce alienate alternatives and suggestions through its related laws and regulations. In doing so the system has been operated in vague relationship with its operational purposes. Based upon there problems of the system, this study analyzes its current conditions and explores alternative ways to reorganize the system in terms of (1) its connection with other teacher policies and (2) its conformity with the system purposes.
