The purpose of this study aims to seek an alternative exploring of development and evaluation for the dualistic policy of teachers' organization in Korea. Since there had been the dualistic policy of teachers' organization beyond 6 years, korea has three teachers' organization at national level(two teachers unions and one teachers' organization). To achieve the purpose of this research, this study tried to analyze the process and output, historical meaning,influence of the dualistic policy of teachers' organization, and the two difficult structure and limitation for collective bargaining of teachers' organization. Come to a conclusion, this study critically suggested single collective bargaining model in which collective bargaining shall be conducted through only a unified bargaining channel of concernedteachers' organization, enacted of 'Act for the collective bargaining of Teachers', permited the action of politics for teachers' organization and teacher, harmonized the right of teachers' union and student' learning, professional human power educated concerned collective bargaining of Teachers' organization, consisted the committee for development ofteachers' organization , and so forth.
