이 연구는 교원단체 이원화 정책 시행 6년을 맞이하여 정부의 교원단체 이원화 정책에 대해 진단, 평가하고 개선방향을 모색하기 위해 수행되었다. 이를 위해 이 연구에서는 정부의 교원단체 이원화 정책 변천과정과 결과, 이원화 정책의 역사적 의의를 진단, 분석하였으며, 또한 교원단체 단체교섭의 이원적 구조와 한계, 개선방향을 논의하였다. 교원단체 이원화 정책의 한계를 극복하기 위한 개선방향으로는 교원단체의 단체교섭 창구 단일화이며, 이를 위한 교원 및 교원단체의 정치활동 허용, 교원의 노동권과 학생의 학습권간의 조화, 교원단체 교섭전문인력 양성, 교원단체발전협의체의 구성 등을 제안하였다
The purpose of this study aims to seek an alternative exploring of development and evaluation for the dualistic policy of teachers' organization in Korea. Since there had been the dualistic policy of teachers' organization beyond 6 years, korea has three teachers' organization at national level(two teachers unions and one teachers' organization). To achieve the purpose of this research, this study tried to analyze the process and output, historical meaning,influence of the dualistic policy of teachers' organization, and the two difficult structure and limitation for collective bargaining of teachers' organization. Come to a conclusion, this study critically suggested single collective bargaining model in which collective bargaining shall be conducted through only a unified bargaining channel of concernedteachers' organization, enacted of 'Act for the collective bargaining of Teachers', permited the action of politics for teachers' organization and teacher, harmonized the right of teachers' union and student' learning, professional human power educated concerned collective bargaining of Teachers' organization, consisted the committee for development ofteachers' organization , and so forth.
