This paper aims to dispute about the introduction of professional graduate school of education(PGSE) suggested by Ministry of Education and Human Resources Development(MOE) and to propose appropriate ways of introducing it based on given condition. Adopting PGSE can be easily considered as fairly reasonable system to use at this time. Therefore, it will be the best to develop its specialty as an professional institute for educational specialists through keeping their quality up and maintaining the current basis of graduate school as well. The suggestion to introduce training institute for teachers at the level of graduate school was brought up from '5.31 Education Reform' for reform in educational system. Moreover it has been discussed steadily up to this point. However, some shows their concerns as pointing the possibility for the current course to get degraded by mixed up with another course. Since this suggestion of adopting PGSE is only to nurture well-qualified teachers, the followings need to be an prerequisite to induce smooth introduction. First of all, the social sympathy should be formed. It is quite difficult to bring in right now when University of Education, College of Education, and teachers have incongruous opinion about introducing PGSE. For that reason, we should get ready to introduce PGSE gradually as we keep eyes on the introduction of Professional Graduate School of Medical science, Oriental medicine, Dentistry which is already approved and Professional Graduate School of Law which is scheduled to be introduced soon. Secondly, we should devise a countermove to prevent side-effects that might come along with the introduction of PGSE. It will become very competitive by many students who wants to get in when this PSGE is introduced. If graduate students receive advantage such as incentive which is just to attract more crowds when introducing new system, it will be overheated by too many people. And they will want to work in or near big cities which will cause another problem. So we need to investigate carefully. Thirdly, legal regulation about this new system should be published. There should be a back up laws for quick and nice settlement of PSGE. For example, we must fix the current legal regulations evidential items which is necessary for establishment of high teaching method itself, and enforcement of them as well as qualification of elementary/ middle school teacher. It is common to classify doctors and attorneys as professional in our society. To make teaching profession as one of professional job, teachers must possesses deeper level of knowledge and sophistication. In consequence, I expect that gradual introduction of PGSE will settle firmly in current education system as an institute which nurtures capable teachers for this 21 century where the information is everything only if it is done as working on several problems mentions earlier on this paper and trying to gather social sympathy towards the program.
