The purpose of the study is designed to find a desirable, direction of teacher evaluation system for the promotion of teachers' specialization through investigation the current tendency and problems of the system. Measure should be urgently taken to raise raters' skill and capabilities and secure the objectivity and justice of efficiency rating. In relation, raters need to be recruited from various classes. Evaluation by colleague or senior teachers need to be reflected in teacher rating system, though such evaluation may be different according to those teachers' position and teaching experience, avoiding only rating by school administrators. The procedure and results of teacher rating should be used as information for improving teaching-learning activities and promoting teachers' professionalization through feedback rather than for personnel management in relation to promotion, transference and awarding. The present author suggests as its measures of improvement the specification of the purpose and readjustment of relative importance given to each evaluation field, diversifying of the evaluation data, the educational feedback of the evaluation results. In conclusion, teacher rating system must stand on objective, reasonable standards. It also needs to focus on teachers' activities of class instruction in which teacher's special skill are utilized
