The purpose of this study is to investigate the improvement strategies of elementary teachers' training system. Under cover of systems approach, the system's SWOT is analyzed, that is, Strong point, Weak point, Opportunity, and Threat of the current system. The results of this study are as follows: Firstly, the current system has many strengths in respect of incitement. It is guessed that the current purposive training system brings many incentives to applicants for entrance. Secondly, the current system has many opportunities and threats in respect of educational power. Rapidly decision-making system and intimate human relations make opportunities, but small capacity and narrow variety make threats. Thirdly, the current system has a number of weakness but relatively strong points in respect of competence of graduates. It is caused the gradual decline of deep-rooted respect about teachers. Therefore, the reform of elementary teachers' training system should pursue gradual improvement. From this point of view, the authorities should pay special attention to reorganization of institution. And many administrative and financial supports for development of systemware, hardware, software, humanware of elementary teachers' training system should be done.
