The cutback of employees and restructuring of organizations in governmental and private spheres, including educational organizations are regarded as urgent issues facing Korean government under control of IMF. The primary purpose of this study is to provide the effective way to eliminate the surplus employees working in institutions attached to a provincial office of education and to integrate two institutions into one for eliminate unnecessary education budget, based on analyses of their functions.
This study revealed that individual job road per employee working in two institutions under subjects of this study was about 60 percent and their functions also were overlapped considerably. This results have implication for possibility to integrate two institutions and cutback of surplus employees. If raised the individual job road to the extent of 75 percent, 10 percent cutback of surplus employees, guideline recommended by central government, is possible.
This study also could be extended to organizational diagnosis of other educational institutions as effective ways of organization restructuring and employees cutback.
