본 연구는 이명박 정부 이래 국민적 관심사가 되어 왔던 건국절 제정의 보훈정책적 함의를 분석하는데 목적을 두었다.이를 위하여 1948년 8월 15일을 건국절로 제정하 는 것의 타당성을 검토하고 그것이 보훈이념과 국가유공자정책 등 국가보훈의 핵심 적 사안에 어떤 영향을 미치는지를 검토하였다.보훈이념 가치의 통합성을 기준으로 한 분석결과,첫째,1948년 8월 15일 건국절 제정이 그 자체로는 의미가 있지만,기존 의 보훈이념이나 국가유공자 정책과 조화될 수 있는 정책적 대안모색이 전제되어야 한다는 점을 확인하였다.또한 기존의 건국절 제정 시도가 당위성 주장에만 한정되고, 그에 수반되는 보훈정책적 고려요인 검토에 소홀했음이 확인되었다.둘째,건국절 제 정이 기존의 보훈이념 가치와 통합되기 위해서는 ① 국가보훈 대상인 집단의 차원에 서 유발되는 문제,즉 한 집단이 다른 집단을 배제함으로써 제기되는 보훈이념 가치 들 간의 갈등,② 국가보훈 대상인 개인적 차원에서 유발되는 문제,즉 그 개인이 보 훈이념 하나의 가치에는 부합하나 다른 가치를 훼손하는 경우라는 2가지 사항에 대 한 고려가 매우 시급함이 분석되었다.이러한 결과를 토대로 본 연구에서는 건국절 제정이 기존의 보훈이념과 국가유공자 정책과 통합되기 위해서는 향후 어떤 정책적 노력이 필요할지에 대해 논의하였다.
The day of August 15 has severalmeanings for Koreans.First,it is the liberation day from Japanese Imperialism(1945), second, the day of the establishmentofROK government(1948),and lastly thefoundation day ofKorean state(1948).Everybody knows the firstmeaning and the second onebutdoesn't know itis also the foundation day ofKorean state when Koreans builta truly sovereignstatebyademocraticelection.Ofcourse,therehadbeentheProvisional Government of Korea established in Shanghai, China, in 1919, to wage an independence movement from Japan,which couldn't represent all the Korean people.Independencemovementfightersduring Japaneseimperialism(1910to1945) are officially recognized as patriots by Korean government because of their contribution to and sacrifice for Korean independence,but contributors to the foundationofKoreanStatearestillnotrecognizedaspatriots,althoughthelatters insistthattheircontributionsweregreaterthanthoseoftheformersinleading to thefoundation ofKorean state.Twoissuesareraisedovertherecognition ofthe latters as patriots.The firstone is thatsome people ofthem were involved in pro-Japanese activities,and the second is thatthe formers think the latters' activitiesfor3yearsoftransitional period ofAmerican military ruleoverKorea can not be considered as patriotic.To resolve these two issues and achieve nationalintegration,we should notdowngrade independence movementfighters' contribution to the foundation ofKorean state,and should exclude pro-Japanese betrayerswhocontributedtostate-building butserved theinvasion ofJapanof neighboringcountrie.
