The purpose of this paper is to examing the problems of sports programs which are performing in small elementary schools in Chungnam and provide solutions to improve these problems. This study will research the way of thinking of physical education teachers who are in charge of athletic meetings; investigate the realities of management for athletic meetins; and find out better programs for the progressive athletic meeting. The subjects of this study are physical education teachers workiing at 60 elementary schools which were chosen among samll schools with less than 100 students in 15 Boards of Education. The results of this study are as follows:
First, most physical education teachers in charge of an athletic meeting doubted whether sports programs are effective in educational respects. They indicated that the most serous problem is spending too much effrot and time in preparing for the athletic meeting.
Second, Most of the sports programs are graditional. As the items of the programs are chosen right before the sports day, they have no time to practice the programs. As a result, there has been serous loss of classes
Last, most of the physical education teachers responded that the current sports programs should be entirely changed of converted to a new forn. I suggest the following solution for the effective athletic meeting:
1. It is much more desirable in small elementary schools to design sports programs which mix traditional activities with modern games.
2. Some programs which are currently practiced as extra curriculums should be made part of the regular phsycial education curriculums and they must be gradually decreased or abolished in small schools.
3. Sports programs combined with other small school teams are needed. We also have to design flexible programs so that local residents attend and enjoy athletic meetings.
4. When we organize the programs, we need to form various joyful events reflecting the views of students, parents and local residents.
5. Most current sports programs are not based on the physical education curriculum but follow earlier programs. Therefore, the items based on the physical education curriculum for athletic meetings must be selected at the beginning of the 1st semester.
6. Good programs for athletic meetings are games which people can enjoy with their family members.
