The purpose of this study is to suggest improvement measures by indicating problems of social welfare and law education. It is necessary to reform social welfare and law education due to the fact that paradigm of social security and social welfare system has been shifted by completely amended framework act on social security. This study identified the actual problems of social welfare and law education. The results are as follows. First, mission statement was not developed and objectives of a subject were passive. Second, Teaching range and content had tendency to a wide-range in addition its law-related education and prerequisite learning were insufficient. Third, there was lack of legal education of social worker right and obligation also capability training as an advocator and a reformer was inadequate. In order to solve these problems, I proposed development of the mission statement so that it can invoke active teaching objectives. And I suggested standards and methods for limiting range and content of the instruction also asserted that its law-related education for prerequisite learning is required intensively. Lastly I presented reinforcing methods of legal education for social worker’s right and obligation, and for the capability as an advocator and a reformer.
