The purpose of this paper is to identify future key roles, essential competencies, and
curricula of social workers in local government. To achieve this goal, Delphi survey was
conducted 2 times and 28 professionals participated. The panel of Delphi survey was
composed of professors, researchers, social workers in local government. Six future roles,
41 competencies, and 17 curricula of social workers in local government were elicited.
Social workers in local government will play a crucial role in case management and
community welfare. Case management, governance, networking are new required
competencies. Human right based approach, reflection as a social worker were stressed.
Furthermore, the curricula this study elicits differ from training program for social
workers in private sector and school of social work. Along with this study, suggestions
for effective training program are discussed.
