‘교육과 직접 관련이 되지 않거나 교육으로 해결할 수 없는 온갖 사회문제가 교육의 문제로 간주되는 현상’에 대해 최근 일부 학자들은 ‘사회문제의 교육문제화(educationalization)’라고 명명하고 이를 비판적으로 논의하였다. 본 연구는 이러한 비판적 담론의 의의와 한계를 분석하고, 그 한계를 극복할 수 있는 대안적 방향을 제시하고자 한다. 그들은 학교에 대한 무차별적인 기대의 부적절성을 강조하였고, 학교 개혁의 비체계성과 가치갈등성 등의 문제점을 포착하였으며, 학교가 사회문제를 해결함에 있어서 실질적인 효과를 입증해내지 못했음에도 불구하고 이러한 관행이 여전히 지속될 수 있는 작동 기제를 분석했다는 점에서 의의를 찾을 수 있다. 그러나 ‘학교’에 대한 기대와 요구를 ‘교육’에 대한 기대와 요구로 개념화하고, ‘교육’을 기능 중심으로 규정하는 방식의 오류를 간과함으로 인해, ‘사회문제의 교육문제화’ 관행의 본 질을 보다 철저히 노출시키지 못하였으며, 나아가 이를 극복할 수 있는 이론적·실천적 대안을 제시하지 못하는 한계를 보이고 있다. 이러한 한계에서 벗어나 실질적인 대안을 제시하기 위해서는 ‘학교의 실제’와 ‘교육’의 개념적 차이를 분명히 하고, 교육의 의미를 그것의 기능으로 환원시키는 대신 그 자체의 구조와 내재적 가치를 드러내는 노력이 필요하다.
‘Educationalization’ is a term most frequently used to indicate that government has improperly imposed on educational institutions responsibility for providing the solution to various social problems. Recently some researchers criticized the inappropriateness of this tendency and analyzed its grounded mechanisms. This study intends to explore the significance and problems of their attempts. I recognize some validity and usefulness of their analysis in the aspects that they have disclosed the conflict and inconsistency in the social demands for the school, and they have conducted an analysis of why people continue to pursue ``educationalization`` in the face of ineffectiveness of the school as a social reform agent. However I also criticize their problems which comes about from the confusion in conceptualization and value judgement on schooling and education. Finally, it is suggested that we should inquire into the unique structure and intrinsic value of education as a form of life distinguished from schooling to settle the confusion and distortion occurred around ``educationalization``.
