본 연구의 목적은 프랑스 유아교육 시스템을 분석하여 우리나라의 유아교육 공교육화에 정책적·행정적·교육적 모델을 제시하는 것이다. 또한 유아교육 공교육화에 대한 프랑스 유아교육 시스템을 비교 조사하여 향후 우리나라 유아교육 공교육화를 위한 정책 방향을 결정하는데 있어 지표로 반영되는데 그 목적이 있다. 이에 본 연구에서는 문헌조사를 통해 한국 유아교육 공교육화 발전과정과 프랑스 유아교육 시스템을 분석한 연구가 수행되었다. 따라서 본 연구는 한국의 유아교육이 공교육으로 거듭나고자 하는 시점에서 프랑스의 유아교육이 의무교육은 아니지만 공교육의 개념으로 접근되고 있으며 만 3세부터 거의 100%의 취원율을 감안할 때, 프랑스의 국·공립 유아교육기관 운영을 살펴봄으로써 한국의 유아교육 공교육화에 정책적, 행정적, 교육적 모델이 되어 주리라 본다.
In this study, a consideration was made of the process of early childhood education having developed in a different way from policies for education for preschool children from 1948 when Korea established its government to today. It also aimed to investigate the conflicts taking place in the process of policy setting as well as related policies. The policies of early childhood education for preschool children were compared by the periods. In particular, a focus was placed on the time when the government started intensive policies of education for preschool children. And the conflicts between early childhood education for preschool children were examined. In Korea, early childhood education systems for preschool children had gone through similar development path had been took place in France. Comparison between Korean and French systems also may be resulted in implications that could serve as basic set of data to help establish policies for early childhood education for preschool children in Korea.
