With the continuous development of economy, living standard of the people has been improved greatly, population of the elder and single elderly household increased and finally social desire of the elders increased. The importance of charged welfare facility for elder\'s residences is stressed out with the arrival of earnest aging society. However, charged welfare facility for elder\'s residence of Korea leaves much to be desired in both aspect of quality and quantity compared to advanced countries. In this research, we are going to analyze the success factors of industry that is now developing, leasing and operating the charged welfare facility for elder\'s residence in Seoul-si and Gyeonggi-do. And also by analyzing the result of survey taken by the person entering the facility the prospective consumer of charged welfare facility for elder\'s residence, we are going to inquire into the traits of consumers. This case study is dealing with how S senior\'s towers are approaching to and achieving from the charged welfare facility for elder\'s residence on the foundation of experience earned from the project \'Charged welfare residence for elders\' performed in the Bundang, Gyeonggi-do. Outline is as following. It is concluded that stable support of medical service, relief on moving expense and monthly living expense, accessibility of silver town, selection of eminent construction corporation, establishment of reliability with marketing method applying the staff, appropriateness of scale of facility, space for elders and others are the success factors. As a result of analyzing the trait of consumers, they are from the high-income households with economic strength, innovators and early adopters in consuming the product and they have very strong sense of independence in decision making. Also they tend to have great interest in health, leisure and medical service, cherish the relationship with the friends and relatives and tend to be fond of basic residential type (plane and internal structure). Concerning this, this research proposes the following countermeasures. And that is the proposal of legal conflicts between each body of government concerning the elderly welfare law and regulations concerning the entrance party of welfare facility for elder\'s residence, loan support concerning the construction of welfare facility for elder\'s residence, securing of land for the construction of welfare facility for elder\'s residence, granting of tax benefit concerning the welfare facility for elder\'s residence(Acquisition tax, registration tax, capital gains tax, value added tax) and others. If government supports the welfare facility for elder\'s residence and recognition toward the silver town changes, our country is estimated to become the elderly welfare country just like the advanced countries in near future.
