보육시설의 양적 증대는 사회적 요구와 가족의 시급한 당면과제의 해결이란 점에서 바람직한 방향이다. 그러나 보육시설의 통해 아동의 건전한 발달과 미래의 주역들의 잠재능력을 극대화한다는 관점에서 본다면, 질적인 면에서도 관심을 가져야 한다. 이를 위해 보육시설이 운영하는 프로그램의 질적 수준에 대한 체계적이고 지속적인 평가가 필요하다. 보육시설의 질적 수준을 높이고 사회적 책무성과 신뢰성을 확보하기 위해서는 보육시설을 종합적으로 평가 할 수 있는 평가인증제가 필요하다. 본 연구는 지금 실시되고「평가인증제」에 대한 국공립 보육시설 관계자의 인식을 파악하여 평가인증제 도입의 필요성을 위한 기초 자료를 제공하려는 데 목적이 있다. 또한「평가인증제」의 서울시 국공립 보육시설의 평가기준에 대한 타당도 증거를 제시함으로써 이 평가기준이 국공립보육시설의 자체평가 및 국가수준에서 국공립보육시설의 질적 수준을 평가할 수 있는 객관성과 타당성이 입증된 평가체제로 활용하기 위한 토대를 마련하고자 한다.
Quantitative enhancement of educare center seems so reasonable to meet social needs and relieve family burden of educare. However, from the viewpoint of educare center that may encourage our children to grow up in sound body and mind and help maximize their potential abiltaty, we also have to be interested in its qualitative aspects. Therefore, in order to enhance the qualitative level of educare center and assure its social responsibility and reliability, we must develop a accreditation system and certify educare centers overall. This study aims to identify how the persons concerned with national and public educare centers recognize so called evaluative accreditation system, which will be enforced sooner or later, so that it may provide basic materials to introduce the system.
