Baby care and child education(so called \'educare\') is the important means for healthy and wise next generations. Every nation has been developing policies of baby care an child education for future generations. The policy core of baby care an child education of Korea depends on how she will develop the current policies, that is, dichotomy policy, public educating policy, and partnership policy. This thesis aims to find out the desirable directions of baby care an child education policies of Korea, by reviewing the their reality, evaluating them on the criteria from an proposed evaluating model. For this purpose, we study on theories and practice of the baby care and child education policies, propose an analysis and evaluation model of them, and explain the results from the empirical analysis.
Results from analysis are the followings;
1) Efficiency of both the baby care and the child education policy is falling down.
2) Effectiveness of both the baby care and the child education policy is slightly increasing.
3) Equity of both the baby care and the child education policy is increasing but insufficient yet.
4) Responsiveness of both the baby care and the child education policy is insufficient.
Under current policy conditions, the related government ministry of Korea must emphasize equity and responsiveness more than the efficiency and effectiveness.
Educare policies has a complex figures. In order to evaluate Korea educare policies more actually and sufficiently, we consider dichotomy policy, public-educating policy and partnership policy at the same time. Policy improvement suggestions by policy patterns and evaluation elements which is proposed by this study are not separate one another, but entwined complex-mixed in social reality.
