Community is a field in social welfare practice. Social welfare practice has paid much attention and made in well-conditioned by the development of the local autonomy system and the propelling efforts of decentralization in the participatory welfare in Korea. Various social needs and social problems are erupted in the communities and the suppliers of welfare services appears in various patterns in accordance with them. However, in view of the variety and complexity of welfare needs in the communities, the suppliers of welfare services are pragmented and the contents of them are one-sided and scarce. Therefore, debates on the formulation of the partnership and linking networks of suppliers of welfare service in community have been going on over 10 years, but it has been delayed in the formulation of institutional networks. Recently, we anticipate the establishment and actions of \'community welfare cooperating body\' which is running in local governments. The purpose of this study is to review the linking need of service networks of community welfare and theories of networks, and to propose the activating plans for linking the welfare services through the service supplying practices.
